"A health worker cannot engage in any nursing activity unless it is delegated to them by a RN (such delegation being outside the scope of practice of an EN), and only if that RN has considered and satisfied themselves on all of the nine factors above. The Nursing and Midwifery Board of Australia’s (NMBA) Decision Making Framework (DMF) for nursing and midwifery is part of the NMBA’s professional practice framework. The DMF defines health workers and others (also known as unlicensed health care workers) as any persons who is not registered to practise under the National Scheme, and gives RNs sole responsibility for delegating nursing activities.
